As the founding member of Common Road NGO, Arsen works closely with a range of national and international stakeholders on road safety projects.

Arsen Shakuov has been President of Kazakhstan’s Common Road, Road Safety NGO since its foundation in 2013.  The NGO supports the UN Decade of Action for Road Safety and the National Programme of Development ‘Kazakhstan 2050’. They work closely with the State Road Traffic Police and other stakeholders on a range of road safety projects.  Prior to 2013, Arsen held roles in the NGO sector and the motor industry.

Key Projects

EBRD South West Corridor Road Rehabilitation project

Arsen led Common Road NGO’s Safe Villages campaign funded by the EBRD’s South West Corridor Road Rehabilitation project.  The project met with over 150 village representatives from 6 villages in the Aktobe region to raise awareness of the road risk factors and to explore measures that could prevent road traffic collisions and increase safety.  The project included meetings with key regional stakeholders such as the state road authority and the traffic police. It identified road safety problems including poor driver behaviour, speeding, drink driving, unsafe pedestrian behaviour, the mix of agricultural vehicles and livestock on the roads in rural areas, lack of visibility of pedestrians and a general lack of road safety education or awareness.  The project gave villagers the opportunity to report any concerns and to play an active role in finding solutions to local risks. Each village received road safety awareness training, and were given reflective ‘slap bands’ for the local children and Road Safety Education Packs for the schools.

Central Asia Regional Economic Council Road Safety Workshop

Arsen was a participant and speaker at the Central Asia Regional Economic Council (CAREC) Road Safety Workshop in Bangkok, Thailand. The workshop was the first of its kind, encouraging CAREC countries to work together to develop a regional road safety strategy, and jointly undertake capacity development activities.  As the Kazak representative, Arsen gave a presentation on road safety in Kazakhstan and actively participated in developing the Action Plan to provide safe corridors for all transport in the CAREC region.

Safety Car Project

Arsen has developed the concept of a ‘Safety Car’ using cars borrowed on a rolling basis from car dealerships and kitted out with road safety messages. Working with the Road Police, the Safety Car travels the country providing road safety materials and information for drivers, reporting on road hazards, and being a focus for publicity and media reporting. As a result, Arsen is seen and heard frequently commenting on road user behaviour and road safety issues across a range of media outlets in Kazakhstan.
